History
Headquartered in Milford,
Connecticut, our company was formed in 2002. The primary services offered by Spectrum are Information Technology
(IT) Consulting/Staffing and supplier of all commodities required for any capital/infrastructure project
or turnkey solutions. The executive team at our company has over 25 combine years of successful experience,
holding various management and technical positions at major institutions such as Citigroup, Smith Barney, Advance
Network Systems (a MCI company) and MITRE. Some of the full life cycle development projects delivered at the stated companies
are: VoIP Trading Enterprise using a private dedicated redundant CISCO network with free seating for 2800 traders, OLAP
Reporting System, Internet Service Provider (ISP) Data Warehouse. In addition, Spectrum has access and working
relationships with a number of other experience consultants.

Philip H. Fraser
Principal and Founder
Philip is a consultant with over 25 years experience in diverse industries such as Finance,
Telecommunications and Defense. At Citigroup, he architect and designed one of the largest VoIP Trading Enterprise in the
world. At Advance Network System (ANS), he managed the Data Warehousing Applications and Reporting team that processed
60 million network sessions and generated over 20K reports daily from a global ISP. As a Member of the Technical
Staff at MITRE, he worked on the Space Defense Operations Center in NORAD. He holds an Electrical Engineering
degree from Howard University and completed several EE Grad Courses at the University of Mass (at Lowell).
